You'll have a hard time finding unformatted, used drives anywhere. There's a huge liability factor in reselling "dirty" hard drives. If it's a private seller, most of them wouldn't be stupid enough to sell you a dirty hard drive. Although, there are some morons out there... Look on Craigslist in the free section. Seriously though, your best bet will be to find a high school vocational / tech center in your town. There are always students working on computers there and it's a great place to find old hardware.
